{"id":1009,"date":"2025-12-02T19:09:58","date_gmt":"2025-12-02T19:09:58","guid":{"rendered":"http:\/\/bewholmepc.org\/?page_id=1009"},"modified":"2025-12-02T19:15:39","modified_gmt":"2025-12-02T19:15:39","slug":"minutes-of-the-meeting-held-4th-october-2025","status":"publish","type":"page","link":"http:\/\/bewholmepc.org\/index.php\/minutes-of-the-meeting-held-4th-october-2025\/","title":{"rendered":"Minutes of the meeting held 14th October 2025"},"content":{"rendered":"\n<p><em>Bewholme Parish Council Minutes of the Meeting held on the 14th October 2025<\/em><\/p>\n\n\n\n<p><em>in the John the Baptist Church, Bewholme.<\/em><\/p>\n\n\n\n<p><em>Present: Cllr Mike Butler, Jim Froud (clerk), Cllr Ed Neilson, Cllr Brenda Aylott, Cllr Steve Arnott, Cllr<\/em><\/p>\n\n\n\n<p><em>Phil Elliott, Ward Cllr Barbara Jefferson, Ward Cllr John Whittle.<\/em><\/p>\n\n\n\n<p><em>Assistant Police Commissioner Leo Hammond.<\/em><\/p>\n\n\n\n<p><em>2 PCSO&#8217;s.<\/em><\/p>\n\n\n\n<p><em>1 Member of the public.<\/em><\/p>\n\n\n\n<p><em>Apologies: Cllr Graham Staples.<\/em><\/p>\n\n\n\n<p><em>Declaration of Interest: Cllr Mike Butler.<\/em><\/p>\n\n\n\n<p><em>Minutes of the Previous Meeting: Minutes from the August 2025 meeting were agreed.<\/em><\/p>\n\n\n\n<p><em>Speeding and Traffic Problems: Assistant Police Commissioner Leo Hammond spoke about the speed<\/em><\/p>\n\n\n\n<p><em>notification cameras, and the scheme that is in place now and still running, the cost of these was thought to be<\/em><\/p>\n\n\n\n<p><em>between \u00a31500.00 to \u00a35,000.00. These cameras would need moving to different locations, to keep them<\/em><\/p>\n\n\n\n<p><em>effective every 3 months, and this would have to be carried out by ERYC with a fee charged to the Parish<\/em><\/p>\n\n\n\n<p><em>Council.<\/em><\/p>\n\n\n\n<p><em>The scheme would fund half the cost of purchase and installation.<\/em><\/p>\n\n\n\n<p><em>When Bewholme Parish Council had discussions some years ago with ERYC Officials, they were told that a<\/em><\/p>\n\n\n\n<p><em>need for the cameras had to be proved, and in their opinion were not needed on Catfoss Road.<\/em><\/p>\n\n\n\n<p><em>Leo explained that the officials had now changed, and that he would provide details to Jim Froud about the<\/em><\/p>\n\n\n\n<p><em>development officer.<\/em><\/p>\n\n\n\n<p><em>Leo then spoke about the ANPR Cameras that are now available at an approximate cost of \u00a3779.00\/unit.<\/em><\/p>\n\n\n\n<p><em>These will record the type of vehicle, registration number, and speed, this will be passed to the Police with<\/em><\/p>\n\n\n\n<p><em>offenders being notified. These cameras require that someone has the APP on their phone, this requires a<\/em><\/p>\n\n\n\n<p><em>license fee of approximately \u00a3179.00\/year.<\/em><\/p>\n\n\n\n<p><em>These cameras have been trialled by Bubwith Parish Council with remarkable success. Jim Froud to contact<\/em><\/p>\n\n\n\n<p><em>Bubwith Parish Council for further details.<\/em><\/p>\n\n\n\n<p><em>It was thought that a new fund would cover 50% of the costs for purchase and installation of these cameras,<\/em><\/p>\n\n\n\n<p><em>this should come active in December 2025.<\/em><\/p>\n\n\n\n<p><em>Leo also spoke about the Speedwatch Scheme, but this has already been tried by the Parish Council and was<\/em><\/p>\n\n\n\n<p><em>found to be very confrontational.<\/em><\/p>\n\n\n\n<p><em>The problems with HGV&#8217;s using the narrow lanes for access was discussed in detail, with many ideas passed<\/em><\/p>\n\n\n\n<p><em>around. Atwick have been experiencing similar problems, and have set up a HGV watch scheme, with vehicle<\/em><\/p>\n\n\n\n<p><em>registration numbers passed to the Parish Clerk.<\/em><\/p>\n\n\n\n<p><em>New signage is to be erected at Atwick to try and deter HGV drivers from using the wrong route.<\/em><\/p>\n\n\n\n<p><em>Nicci Salvidge is to be contacted for more details.<\/em><\/p>\n\n\n\n<p><em>Atwick, Skipsea and Seaton Parish Councils had been contacted to send a representative to this meeting, only<\/em><\/p>\n\n\n\n<p><em>Skipsea confirmed that they would not be attending.<\/em><\/p>\n\n\n\n<p><em>Matters Arising: Bridge No1 has been completed, Cllr Brenda Aylott reported that it is an excellent standard<\/em><\/p>\n\n\n\n<p><em>of work, that will re-open the circular Bewholme Walk. Brenda thanked the Ward Councillors for their help<\/em><\/p>\n\n\n\n<p><em>and anyone else who was involved with delivering the completed bridge. JF to send a letter of thanks to<\/em><\/p>\n\n\n\n<p><em>ERYC.<\/em><\/p>\n\n\n\n<p><em>Ward Councillors Report: Ward Cllr Barbara Jefferson reported that things seem very quiet at the moment.<\/em><\/p>\n\n\n\n<p><em>E-scooters seem to be a very big problem in Hornsea, they seem to be using the old railway track for access<\/em><\/p>\n\n\n\n<p><em>into Hornsea.<\/em><\/p>\n\n\n\n<p><em>The Councillors told the Ward Councillors about the ongoing problems with Catfoss Road, and the report that<\/em><\/p>\n\n\n\n<p><em>has been received from ERYC saying that solid white lines on the edge of the road are deemed uneccessary.<\/em><\/p>\n\n\n\n<p><em>The Ward Councillors urged the Parish Council not to give up trying for improvements to safety issues for<\/em><\/p>\n\n\n\n<p><em>Catfoss Road.<\/em><\/p>\n\n\n\n<p><em>Police Report: Adrian Clark had come to the meeting to talk about the Speedwatch Scheme, but this has<\/em><\/p>\n\n\n\n<p><em>Bewholme PC 14-10-2025\/JF<\/em><\/p>\n\n\n\n<p><em>been tried by the Parish Council before with limited benefits. Cllr Ed Neilson was heavily involved, and<\/em><\/p>\n\n\n\n<p><em>spoke about the intimidation from some drivers of vehicles directed at the volunteers carrying out the<\/em><\/p>\n\n\n\n<p><em>operation. There was no enthusiasm to resurrect the Speedwatch Scheme.<\/em><\/p>\n\n\n\n<p><em>Adrian told the meeting that Catfoss Road was the worst road in the village for speeding motorists, and have<\/em><\/p>\n\n\n\n<p><em>monitored the area with limited results, as a texting system seems to exist, as workers leaving the near by<\/em><\/p>\n\n\n\n<p><em>industrial estate warn others about the presence of the Police.<\/em><\/p>\n\n\n\n<p><em>No problems in the village were reported to the Police Officers.<\/em><\/p>\n\n\n\n<p><em>Planning: 25\/02743\/TCA<\/em><\/p>\n\n\n\n<p><em>Proposal: BEWHOLME SOUTH CONSERVATION AREA &#8211; Crown reduce 1 no. Yewtree (T1) to 1.2 metres<\/em><\/p>\n\n\n\n<p><em>(in height) to prevent shading in the cemetery andto match the surrounding Yew trees<\/em><\/p>\n\n\n\n<p><em>Location: St John The Baptist Church North Road Bewholme East Riding OfYorkshire YO25 8EB<\/em><\/p>\n\n\n\n<p><em>Applicant: Mr Mike Butler<\/em><\/p>\n\n\n\n<p><em>Application Type: Tree Works in Conservation Areas<\/em><\/p>\n\n\n\n<p><em>No objections.<\/em><\/p>\n\n\n\n<p><em>Parish Website: Nothing.<\/em><\/p>\n\n\n\n<p><em>Playing Field: The storage container planning application has been passed, and the base will be constructed<\/em><\/p>\n\n\n\n<p><em>within the next couple of months.<\/em><\/p>\n\n\n\n<p><em>Highways: The hedge has been cut back at Little Arram, Bewholme Lane.<\/em><\/p>\n\n\n\n<p><em>The passing place sign at Pasture House, Catfoss Road is in the process of being re-sited.<\/em><\/p>\n\n\n\n<p><em>The finger post has been repaired in front of Pump Row cottages.<\/em><\/p>\n\n\n\n<p><em>Cllr Steve Arnott reported that nothing has been done with the collapsed bridge and crash barrier at<\/em><\/p>\n\n\n\n<p><em>Nunkeeling, that has already been reported. Steve to supply the exact location to Jim Froud who will report<\/em><\/p>\n\n\n\n<p><em>again.<\/em><\/p>\n\n\n\n<p><em>Finance: The following invoices were agreed, \u00a341.50 for plants.<\/em><\/p>\n\n\n\n<p><em>Neighbourhood Watch: Nothing.<\/em><\/p>\n\n\n\n<p><em>Correspondence: An e-mail from Terry Weaver re-Water Lane was read to the meeting.<\/em><\/p>\n\n\n\n<p><em>We have been back to Water Lane and found no evidence of a leak. I have been twice and my inspector<\/em><\/p>\n\n\n\n<p><em>also checked and found no leak. I spoke with a resident while I was down there and they described the<\/em><\/p>\n\n\n\n<p><em>previous bust and repair and also had not seen any evidence of a further leak.<\/em><\/p>\n\n\n\n<p><em>Looking at the existing surface water drainage on Water Lane, it seems one gully (located opposite<\/em><\/p>\n\n\n\n<p><em>Springfield Lodge) struggles with capacity issues when there is a heavy downpour and can become blinded<\/em><\/p>\n\n\n\n<p><em>by detritus. I am hoping to issue a works order to increase the size of the gully frame and lid to improve how<\/em><\/p>\n\n\n\n<p><em>much water and get away and reduce the blinding occurrences.<\/em><\/p>\n\n\n\n<p><em>I am just waiting for some feed back on the chamber behind the gullies capacity from our gully tank<\/em><\/p>\n\n\n\n<p><em>manager.<\/em><\/p>\n\n\n\n<p><em>Any Other Business: Jim Froud passed a copy of a quotation from Elan City for a speed notification sign<\/em><\/p>\n\n\n\n<p><em>for Catfoss Road.
