Minutes of Meeting held 13th August 2024

Bewholme Parish Council Minutes of the Meeting held on the 13 th August 2024 in

St John the Baptist Church, Bewholme.

Present: Cllr Graham Staples, Cllr Mike Butler, Jim Froud (clerk), Cllr Brenda Aylott, Cllr Phil Elliott, Ward Cllr John Whittle. and 3 Members of the public.

Apologies: Ward Cllr Barbara Jefferson.

Declaration of Interest: None.

Minutes of the Previous Meeting: Minutes from the June 2024 meeting were agreed.

Matters Arising:

Cllr Mike Butler asked about progress with Bridge No1, Jim Froud has been in touch with Patrick Wharam Countryside Access Management, the bridge is definitely in the funding for 2024-25, no update has been received.

Ward Councillors Report: Ward Cllr John Whittle didn’t have much to report. Officers are hard to get hold of as they are at a reduced pace until September with many people on holiday.

There have been problems with travellers in Hornsea, particularly Hallgarth Park and the Seafront, the noise from generators and the rubbish that is left has upset people.

ERYC have 2 specific sites for travellers, although there are no powers to enforce there use.

Police Report: No one present.

Proposal: Erection of a stable block for private use and siting of 2 water tanks for the collection and recycling of wate

Application Type: Full Planning Permission

Voted to approve.

Parish Website: Cllr Staples reported that the website is up to date. The Recreation Field information has been added.

Playing Field: Sue Duke reported that the AGM went well, with an additional trustee willing to stand.

£1,150.00 was raised from the Dog Show and the Craft Fair, some has already been spent, and a new marquee has been oredered.

Enquiries are being made with ERYC as to the need for planning permission for a storage facility and play equipment. The next meeting is on the 28-10-2024

Sue thanked the Parish Councillors for their support, and the support of the whole village, which has made such a difference for a good cause.

Highways:

Cllr Brenda Aylott reported the bad state of potholes on Atwick Road, Cllr Graham Staples to supply photographs for Jim Froud to report

There has been a problem down Water Lane with the refuse wagon running onto the grass verge and dragging mud onto the carriageway. The water leak is still ongoing and is now running into the gap made by the wagon and the edge of the tarmac is now crumbling, Jim Froud to report

The road planings have been delivered and it was thought that they could be spread once the hedge has been cut back and the area prepared, probably after the harvest has finished.

Finance: The following invoices were agreed, £257.60 Insurance, £6.80 Postage, £18.50 Paint.

Cllr Mike Butler reported that a fire has destroyed his workshop, and with it the Grit Spreader that is stored there and owened by the Parish Council, Jim Froud to put in an insurance claim

Neighbourhood Watch: Very quiet, Alan Brown has sent an email warning of the ever increasing problem with scams, over the telephone, internet and cold callers.

D-day 80 Community Fund Final Report: The grant end report has to be in by the end of august 2024.

Cllr Phil Elliott to provide details of cost, kindly donated by him, for the provision of the concrete base for the seat. It was thought that some bark chippings would also need purchasing.

Correspondence: A letter from GWE giving information on the proposals for the offshore windfarm at Dogger Bank were passed around, no final decision has been made

A resignation email from Cllr Lisa Bettison was read out. Lisa no longer has the time to carry on as a Parish Councillor. A letter of thanks to be sent.

An email from Steve Arnott was read out, enquiring about becoming a Parish Councillor.

Any Other Business: Cllr Graham Staples reported about some carers that have been coming into the village, early in the morning. One had been seen walking down the village and stealing a child’s bicycle, they were challenged, and the incident has been reported to the Police.

Cllr Brenda Aylott reported the noise from barking dogs at Bewholme Hall, mainly between 2-6 am. Jim

Froud to report to Public Protection and to copy Ward Cllr John Whittle in.

Parishioners Questions: Nothing.
