Bewholme Parish Council Minutes of the Meeting held on the 14th October 2025
in the John the Baptist Church, Bewholme.
Present: Cllr Mike Butler, Jim Froud (clerk), Cllr Ed Neilson, Cllr Brenda Aylott, Cllr Steve Arnott, Cllr
Phil Elliott, Ward Cllr Barbara Jefferson, Ward Cllr John Whittle.
Assistant Police Commissioner Leo Hammond.
2 PCSO’s.
1 Member of the public.
Apologies: Cllr Graham Staples.
Declaration of Interest: Cllr Mike Butler.
Minutes of the Previous Meeting: Minutes from the August 2025 meeting were agreed.
Speeding and Traffic Problems: Assistant Police Commissioner Leo Hammond spoke about the speed
notification cameras, and the scheme that is in place now and still running, the cost of these was thought to be
between £1500.00 to £5,000.00. These cameras would need moving to different locations, to keep them
effective every 3 months, and this would have to be carried out by ERYC with a fee charged to the Parish
Council.
The scheme would fund half the cost of purchase and installation.
When Bewholme Parish Council had discussions some years ago with ERYC Officials, they were told that a
need for the cameras had to be proved, and in their opinion were not needed on Catfoss Road.
Leo explained that the officials had now changed, and that he would provide details to Jim Froud about the
development officer.
Leo then spoke about the ANPR Cameras that are now available at an approximate cost of £779.00/unit.
These will record the type of vehicle, registration number, and speed, this will be passed to the Police with
offenders being notified. These cameras require that someone has the APP on their phone, this requires a
license fee of approximately £179.00/year.
These cameras have been trialled by Bubwith Parish Council with remarkable success. Jim Froud to contact
Bubwith Parish Council for further details.
It was thought that a new fund would cover 50% of the costs for purchase and installation of these cameras,
this should come active in December 2025.
Leo also spoke about the Speedwatch Scheme, but this has already been tried by the Parish Council and was
found to be very confrontational.
The problems with HGV’s using the narrow lanes for access was discussed in detail, with many ideas passed
around. Atwick have been experiencing similar problems, and have set up a HGV watch scheme, with vehicle
registration numbers passed to the Parish Clerk.
New signage is to be erected at Atwick to try and deter HGV drivers from using the wrong route.
Nicci Salvidge is to be contacted for more details.
Atwick, Skipsea and Seaton Parish Councils had been contacted to send a representative to this meeting, only
Skipsea confirmed that they would not be attending.
Matters Arising: Bridge No1 has been completed, Cllr Brenda Aylott reported that it is an excellent standard
of work, that will re-open the circular Bewholme Walk. Brenda thanked the Ward Councillors for their help
and anyone else who was involved with delivering the completed bridge. JF to send a letter of thanks to
ERYC.
Ward Councillors Report: Ward Cllr Barbara Jefferson reported that things seem very quiet at the moment.
E-scooters seem to be a very big problem in Hornsea, they seem to be using the old railway track for access
into Hornsea.
The Councillors told the Ward Councillors about the ongoing problems with Catfoss Road, and the report that
has been received from ERYC saying that solid white lines on the edge of the road are deemed uneccessary.
The Ward Councillors urged the Parish Council not to give up trying for improvements to safety issues for
Catfoss Road.
Police Report: Adrian Clark had come to the meeting to talk about the Speedwatch Scheme, but this has
Bewholme PC 14-10-2025/JF
been tried by the Parish Council before with limited benefits. Cllr Ed Neilson was heavily involved, and
spoke about the intimidation from some drivers of vehicles directed at the volunteers carrying out the
operation. There was no enthusiasm to resurrect the Speedwatch Scheme.
Adrian told the meeting that Catfoss Road was the worst road in the village for speeding motorists, and have
monitored the area with limited results, as a texting system seems to exist, as workers leaving the near by
industrial estate warn others about the presence of the Police.
No problems in the village were reported to the Police Officers.

Finance: The following invoices were agreed, £41.50 for plants.
Neighbourhood Watch: Nothing.
Correspondence: An e-mail from Terry Weaver re-Water Lane was read to the meeting.
We have been back to Water Lane and found no evidence of a leak. I have been twice and my inspector
also checked and found no leak. I spoke with a resident while I was down there and they described the
previous bust and repair and also had not seen any evidence of a further leak.
Looking at the existing surface water drainage on Water Lane, it seems one gully (located opposite
Springfield Lodge) struggles with capacity issues when there is a heavy downpour and can become blinded
by detritus. I am hoping to issue a works order to increase the size of the gully frame and lid to improve how
much water and get away and reduce the blinding occurrences.
I am just waiting for some feed back on the chamber behind the gullies capacity from our gully tank
manager.
Any Other Business: Jim Froud passed a copy of a quotation from Elan City for a speed notification sign
for Catfoss Road. The quotation totalled £3,107.99, this did not include the post needed and installation.
Parishioners Questions:
The water leak down Water Lane, needs reporting again, it was thought that it still exists.
The grass verges are being damaged by the refuse wagon, this needs reporting again.
Jim Froud to contact Terry weaver.
Date of next meeting: Tuesday the 9th December 2025.
Meeting closed at 8.30 pm.
Signed as a true and correct record of what took place. 1
