Bewholme Parish Council Minutes of the Meeting held on the 3 rd June 2025 in the st John the Baptist Church Bewholme

Present:Cllr Graham Staples, Cllr Mike Butler, Jim Froud (clerk), Cllr Ed Neilson, Cllr Brenda Aylott,

Cllr Steve Arnott, Cllr Phil Elliott, Ward Cllr Barbara Jefferson, Ward Cllr John Whittle.

Declaration of Interest: None.

Minutes of the Previous Meeting: Minutes from the April 2025 meeting were agreed.

Matters Arising: The speed awareness signs have been looked into by Cllr Ed Neilson and Jim Froud with hardly any progress due to a lack of response for information, and replying to emails from governing bodies

Ward Councillors Report: Ward Cllr Barbara Jefferson apologised for not attending the last meeting, this was due to illness,

Barbara reported that there is monies available for the repair of potholes, but these must be reported. the monies needed for major repairs to the roads is a separate fund, and this allocation takes longer as it needs extensive planning, there is no money available at present for new highways.

ERYC are working hard to stay within the budget, no one is allowed to go over budget.

The machine that had been sent to repair potholes on Catfoss Road, had not achieved a good result, This had

been reported by Cllr Ed Neilson and followed up by Ward Cllr Barbara Jefferson.

The recently elected Mayor should get more money into the system.

Police Report: No one present.

Planning: 25/01431/STPLF

Proposal: Erection of 2 replacement poultry houses and 8 feed bins following demolition of existing poultry houses

Location: Bewholme Farm Poultry Unit, Catfoss Lane, Brandesburton, YO25 8ES.

Applicant Catfoss Airfield Ltd.

Application type: Strategic – Full Planning with EIA.

No objections raised.

Parish Website: Nothing.

Playing Field: Sue Duke reported that the Dog Show would be going ahead on Sunday the 8th of June 2025.

The AGM will be held at the church on Tuesday the 8th July 2025 at 7.30pm.

There is an appointment still vacant on the committee for a Parish Council representative, this does not have

to be a Councillor, the Parish Council could nominate someone to take on the role.

The committee are very grateful for the Grass Cutting that the Parish Council pay for on the Playing Field.

Sue spoke about the new container, which has funding but is still awaiting planning consent.

The Memorial Bench for D-day 80 looks well, and all of the picnic tables have been painted with money

from the Wickes Community Fund.

Highways: Cllr Mike Butler reported that the white lines that need re-painting at the junctions of Atwick

Road, and Catfoss Road in the village, have still not been done.

The finger post at Front Row, Bewholme still needs repairing.

There are some bad potholes on Atwick Road , near to the Passing Places.

Finance: The following invoices were agreed, £27.00 for plants.

Computer: Jim Froud has had to upgrade the computer to allow Windows 11Pro software to be installed as the license on windows 10 is about to expire the total cost is £600.00

Jim proposed that the costs be covered by the 3 organisations that work is carried out for.

The amount of £200.00 towards the cost was agreed.

Neighbourhood Watch: A theft believed to be heating oil has been reported at Magdalen Cottage,

Nunkeeling, the owners were thought to be away at the time.

Speed Awareness Signs: Jim Froud reported that he has been sent around in circles, trying to find out

information and statistics to support an application for funding, of 2 signs one on Atwick Road and one on

Catfoss Road at the entrances to the village.

A freedom of information request for information about speeding in the village, has revealed that very little

has been done over the last 5 years.

The statistics from the Speed-watch Scheme are not included.

Due to the lack of volunteers to do the training, and abuse from drivers, the speed-watch equipment has been returned as it was not being used.

It was thought that the signs are needed, but a clear path to cut through the red tape is required to achieve this.

Ward Cllr Barbara Jefferson suggested writing to Leo Hammond the assistant Police Commissioner about the

problems associated with the Speed Awareness Signs Scheme, which was advertised in the ERYC magazine, by the current Police commissioner

Correspondence: The Speeding statistics for Bewholme from PCSO Adrian Clark, this has been forwarded

to all of the Councillors.

Any Other Business: Cllr Brenda Aylott asked about the painting of the Telephone Box, it was thought that

a grant may be available from the Gas Site Community Funding. Brenda to obtain quotes for the work to be

done.

Parishioners Questions:

Cllr Ed Neilson Has looked into the Digital Phone installation into the village, this will not happen until

2027.
